As per my understanding,
We cannot ascertain that, sms send by whom? or it is based on server location of the service provider or proper sending location of the provider.
ICSI Head quarters at NewDelhi, But it says that RM-ICSIHQ. It means service provider is Reliance, Service area is Mumbai. How it should be read?

I do agree that most of the times, the identification of sender is not possible. But in your case, the sender could be identified.
As far as RM the location is considered, this is upto the bulk sms sender provider. To put in simply, I am staying in Kolkata and have made an arrangement with bulk sms provider in New Delhi. The service provider arranges to send the bulk messages from Reliance Mumbai, so when the message would be delivered to my prospective receiver, they would receive the message with sender description as "RM-ROHITA" (hypothetical situation taken).

Right. I do agree the same. At the same time many times we cant understand who send the message with numbers some messages mention by you in the last.
