-yes, a person with a zero income can get a PAN card.
-It is not necessary to have income to have a PAN card.
-All u need to have Proof of address and photo id proof(with DOB else seperately)
-A person with a zero income can get a PAN because for many things u need PAN not only to Return of Income.

There is no such requirement that one needs to have income to acquire PAN Card in India.
For getting PAN Card, Form 49A has to be submitted along with required proofs.

Yes, you can apply and obtain pan even you have no income. PAN is a unique identification number issue by the income tax dept. and also PAN is used as a identity proof in India. so there is no such condition regarding having income when you are apply for PAN.
So you can apply PAN even u have no income. However when you are apply for the PAN than you should fill the form and submit it along with age, identity and address proof to the income tax dept. usually 15-25 days time taken by the income tax dept to issue PAn.
