A person can file itr 4s if following conditions are satisfied.
1. Has exempt income less than 5000
2. Has income from not more than 1 house property.
3.has no income from lottery or race horses.
4. Has no income from speculative business.
5. Has not claimed any exemption under sec. 90a 90 or 91.

For filing income tax return in ITR 4S there must be presumptive income (as defined in section 44AE,44D etc.of the income tax act 1961)as one of the component of gross total income. You may file without presumptive income but that is not proper.
A pandit is a person for whom itr 4s can be filled for donations received provided following conditions are satisfied.
A person can file itr 4s if following conditions are satisfied.
1. Has exempt income less than 5000
2. Has income from not more than 1 house property.
3.has no income from lottery or race horses.
4. Has no income from speculative business.
5. Has not claimed any exemption under sec. 90a 90 or 91.
6. Has no income from capital. Gain .
7. Has not maintained books of accounts.
8. Has no income from agency business.
9. Has no losses from income from other sources.
10. Has has no foreign assets or signing authority.
If the conditions above are fullfiled then file itr 4s.
