Yes.. You can... But the only thing is it won't contain your pic.. For filing PAN form you can simply fill Form 49A. The form can be submitted online as well as offline. Along with Form 49A, you have to submit an identity proof, address proof and birthdate proof... You may even annex aadhar card if it contains all and complete details... However, if it is not necessary.. It is advisory to apply for PAN card only after attaining majority as it won't contain your pic.

The procedure for applying for the PAN card of minor is fairly simple. The parents of the minor would be required to submit an application in Form 49A. This form can be submitted online as well as offline.
Documents for proof of Identity, Proof of Address and Proof of Birth Date are required to be submitted while making the application. The Birth certificate of the minor would be a valid proof for the Date of birth.
In case of minors, the proof of identity and proof of address of either parent would be required to be submitted. The application should also be signed by the parent whose documents have been submitted. The signature of the parent would be printed on the PAN card.

**Is PAN card to be replaced on attaining Majority ?**
There is no such concept of replacement of minor Permanent Account Number Card to major Permanent Account Number card.
After attaining majority, applicant can fill Changes and Correction form for changes in PAN data, furnishing photo and signature for updation in Photo and Signature on PAN Card with all the requisite document. The PAN number will remain the same with requisite changes in the photo, signature and the address (if any).
