Decide the amount you wish to invest in NSC
You will get the NSC at post office
You will have to fill the form
you will also need identity proof with your photo when you buy NSC

if you want to buy NSC than you should visit at nearest POST Office. because NSC sold by the govt through post office only. After that you should file the required form for obtaining respective certificate and make the payment for such amount and than you get the certificate of NSC. two type of NSC issue by the POST Office i.e.NSC VIII Issue and second NSC IX Issue. You should select as per your need and invest. such investment is also eligible to get the tax exemption u/s 80C.
