Exceptions from All Fees for Differently abled CA students

Procedure for providing assistance of a writer/extra time to differently abled candidates:

Differently abled candidates who wish to apply for grant of extra time/writer’s help, on account of permanent physical/neurological/visual disability, may apply to the Institute, in own hand writing. Where a candidate cannot write, on his behalf, his/her representative may write the application.
The application should be accompanied by the following:

  • Certified true copy of the certificate issued by a Doctor of the level of not less than Civil Surgeon of a Government Hospital to the effect that the disability is of permanent nature and specifying clearly the nature and extent( i.e. %) of permanent disability.
  • Certified true copies of permission, if any, granted by the State Higher Secondary Board/University/ICAI in candidate’s 10+2 or degree examination or earlier examination of ICAI in which he/she had earlier appeared .
  • Attested full sized (post card size) latest photograph indicating the name of the candidate on the photograph itself.
  • Two copies of colour passport sized photographs (4.5*3.5 cm) for issuing Photo Identity Card.
  • Any other document in support of request for grant of the facility of a writer and/or extra time.

Cases of injuries or disablement of a temporary nature such as fracture of the right or left arm, forearm, or dislocation of a shoulder, elbow or wrist etc., are not eligible for extension of the facility of writer/extra time.

Exceptions from All Fees for Differently abled CA students

The following exemptions from payment of registration fees are available:

Students who are physically handicapped

  • Full Fee exemption [100% of Fee] is available to Physically handicapped students who are suffering from a permanent physical disability (including blindness) which has the effect of reducing such person’s capacity for normal work considerably or physically handicapped students who are suffering from more than 50% disability as per the definition of disability .

    Definition Disability

    (i)Blindness – “Blindness” refers to a condition where a person suffers from any of the following conditions, namely:

    • Total absence of sight:
    • Visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses; or
    • Limitation of the field of vision subtending an angle of 20 degree or worse.
    (ii)Low vision – “Low vision” means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.
    (iii)Leprosy cured – “Leprosy cured” means any person who has been cured of leprosy but is suffering form

    • Loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest deformity;
    • Manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in normal economic activity;
    • Extreme physical deformity as well as advanced age which prevents him from undertaking any gainful occupation, and the expression “leprosy cured” shall be constructed accordingly.
    (iv)Hearing impairment “Hearing impairment” means loss of sixty decibels or more in the better car in the conversational range of frequencies.
    (v)Locomotors disability – “Locomotors disability” means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.
    (vi)Permanent and total loss of voice – a disabled student has to submit a certificate of suffering from disability, certified by a physician/surgeon/oculist working in a Government hospital, as the case may be.
    Disabled students, who are suffering from more than 50% disability as stated above, are eligible for full exemption from payment of registration and tuition fees at PCC/IPCC/ATC and Final levels.

Exceptions from All Fees for Differently abled CA students

Professional Education-I Course
First Two rank holders of 10+2 examination conducted by any recognised body.
If such students further pass, in the first attempt:
PE-I examination, Exemption of Tuition/Registration fee (currently Rs. 2,650) will be continued for Registration to PE-II course and
PE-II Examination, Exemption to Tuition fee (currently Rs. 3,250) will be continued for Registration of articles.

Exceptions from All Fees for Differently abled CA students

Professional Education-II Course

First three rank holders of Graduation examination
First three rank holders of PE-I examination
First three rank holders of examinations conducted
by ICSI / ICWAI
If such students pass the PE-II examination
in first attempt, Exemption of Tuition Fee will be continued
for Registration of articles.

Articles Registration
Exemption of Tuition Fee (currently Rs. 3,250)
First three rank holders of PE-II

Note: – No exemption will be given to candidates who secures first three ranks in graduation examination subsequent to his registration to PE-I or PE-II course

Physically handicapped Students
Full exemption from payment of Registration fee for PE-I and PE-II Courses
Exemption from payment of tuition fee at the time of registration of articles
Also exempted from payment of Examination Fee for all appearance in PE-I, PE-II and Final Examination.

Note:

Attested true copy of ‘Rank Certificate; must be submitted with PE-I / PE-II / Form 103 or 113 as the case may be at the time of Registration; or
The student articled / audit clerk may seek Refund of Tuition fee if the Registration has already been made.
Physically handicapped students must submit a certificate issued by a Physical / Surgeon / Oculist working in Government Hospital to the effect of permanent physical disability (including blindness). Format of certificate can be obtained from the decentralised offices.

The following shall be regarded as permanent physical disability for this purpose

A physical disability shall be regarded as a permanent physical disability if it falls in any one of the categories specified below namely..

  • permanent physical disability of more than 50% in one limb, or
  • permanent physical disability of more than 60% in two or more limbs, or
  • permanent deafness with hearing impairment of 70 decibels and above, or
  • permanent and total loss of voice

Exceptions from All Fees for Differently abled CA students

Blindness shall be regarded as a permanent physical disability, if it is incurable and falls in any one of the categories specified below, namely….
6/60 – 1/60
or Field of vision 110-20
3/60 to NIL
3/60 to 1/60
or Field of Vision 100
FC at 1 foot to NIL
FC at 1 foot NIL
or Field of vision 100
FC at 1 foot to NIL
or Field of vision 100
Total absence of sightTotal Absence of Sight

Exceptions from All Fees for Differently abled CA students

A crossed Account Payee cheque equivalent to the amount of exemption will be issued to the student / articled clerk.
Full fee without any deductions may be refunded (incase study material has not been collected by the Applicant) as at present, in cases where a student is found to be ineligible for registration as an articled clerk or as a student of Foundation Course [e.g. where an application is received from B.Com (Pass) student of Delhi University with less than 55% marks with the prescribed subjects in full papers or other Universities with less than the prescribed marks or where an application is received from 11th passed student for registration to Foundation Course]
In the case of other students not registered as articled / audit clerks or as Foundation Course student, refund of fees should be allowed after making the deduction.
