CBSE Class 11 Commerce English Assessment of Speaking And Listening Skills :  The CBSE’s implementation of the Assessment of Speaking and Listening Skills (ASL) project in classes IX and XI in English from the academic session 2013-14 has brought to the foreground a reformatory approach to the teaching-learning and assessment of students’ competence in the English language.

CBSE has clearly outlined the significance of speaking and listening skills as part of co-scholastic areas of achievement by every learner and also stresses the clear integration of assessment of speaking and listening skills as a part of the curriculum transaction. The formative assessment of these two skills along with other skills have been formally provisioned under CCE .But in the absence of Summative Assessment, we have not positioned the learner’s proficiency in speaking and listening thereby leading to a wash back effect of very little or no importance given to these skills in our classrooms . As a result, a large population of students passes out of schools with inadequate competence in expressive communication skills.

As good communication skills raise the self esteem of a student, CBSE essentially desires that the students acquire proficiency in them by the time they leave school. In the present day global markets, speaking and listening are considered to be the essential skills of real life. Since CBSE has the onerous responsibility of assessing scholastic and co-scholastic achievement levels of students in over 13, 500 schools affiliated to it , it has been felt for a long time that CBSE must focus on assessing speaking and listening skills for qualification as Summative Assessment as much as for Formative Assessment .

Considering this, CBSE proposes to give 20% weightage in Formative and Summative Assessments in the Assessment of Speaking and Listening Skills. Therefore the Assessment of Speaking and Listening Skills will be done formally at the term-end examination in Summative Assessment – II. Schools may conduct ASL themselves as per the guidelines provided by the CBSE. However, assessment of these skills may also be done under the formative activities spread over two terms.

Guidelines for teachers to assess speaking and listening skills in the term-end examination:


The Listening Comprehension section tests the student’s ability to listen for basic interpersonal, instructional and academic purposes. A number of sub-skills need to be developed in the everyday classroom transaction. Given below are some of the sub-skills of listening which need to be assessed in the formative and summative assessments:

i. Listening for specific information
ii. Listening for general understanding
iii. Predictive listening
iv. Inferential listening
v. Listening for pleasure
vi. Intensive listening
vii. Evaluative listening

CBSE Class 11 Commerce English Assessment of Speaking And Listening Skills : It is an undeniable fact that national and international boundaries have become seemless. English as a medium of communication has acquired an important role in bringing the world together.

The Central Board of Secondary Education (CBSE) envisages that all language skills need to be integrated into the English language curriculum at schools. Speaking and listening should be fostered in children to equip them with better communication skills. At the onset it has been proposed to introduce formal testing of speaking and listening skills in the Summative Assessments in English at Secondary and Senior Secondary levels (Classes IX and XI) from the academic session 2012-13 ( Refer circular No Acad -1/2012 dated 28 March2012). 10% weightage has been provisioned in the total weightage of SA I and SA II. (Please refer to the examination specifications given in the Curriculum Document 2014 already uploaded on the CBSE academic website).

However, a number of teachers and principals have expressed the desire to have some guidelines by CBSE for the Assessment of Speaking and Listening Skills. Keeping that in mind the Board has formulated the following:

a.) Guidelines for Assessment of Speaking and Listening (ASL) skills.

b.) The criteria for evaluation and marking.

c.) Two set of sample papers for classes IX and XI.

Summative Assessment (SA) – I

Teachers can adapt or adopt samples given or frame their own question papers based on the given guidelines for SA – I (to be held in September 2012).

As per the Curriculum Document 2014, the Assessment of Speaking and Listening skills will be carried out by schools themselves for Summative Assessment (SA) – I

Summative Assessment (SA) – II

For Summative Assessment (SA) – II, the CBSE has decided to run a ‘Pilot Project’ in about 120 schools from the National Capital Region (NCR) covering Delhi, Allahabad and Panchkula Regions respectively. Schools who would like to volunteer for the pilot may fill in the online registration form and send it to CBSE.

The schools which are not a part of the ‘Pilot Project’ would carry out Assessment of Speaking and Listening (ASL) Skills in SA – II as per specifications of SA I.

CBSE Class 11 Commerce English Assessment of Speaking And Listening Skills : The point here is that, although listening and reading tests can provide an indirect indication of speaking and writing ability, they provide no comprehensive assessment of communicative ability. Thus, the complaints noted previously about the TOEIC Listening and Reading test begin to make the case for a more comprehensive assessment of English-language skills. We extend this argument by presenting six (strongly related) reasons for a comprehensive assessment of all four English-language skills — reading, listening, writing, and speaking. Each component of the argument is discussed in turn. In brief, the reasons are as follows:

1. Users of English-language proficiency tests like the TOEIC and TOEFL tests may sometimes be more interested in some language skills (speaking, for instance) than others. However, what they value most often is a person’s ability to communicate in English in a variety of contexts — an ability that is likely to involve the use of multiple language skills either singly or in combination.

2. A more accurate estimate of a person’s skill in any specific area (speaking, for example) can be attained by testing skills not only in that area, but also in related areas. Because the four aspects of language are inextricably intertwined, a measure of ability in a related domain (e.g., listening) can, when used in conjunction with a measure of the target ability (e.g., speaking), add nuance/depth and accuracy to the measurement of the target ability.

3. The four skills are strongly correlated, but not to the degree that a measure of one can substitute perfectly for a measure on another. They are distinct enough, both logically and empirically, that they have to be measured separately. Failing to measure all of these important aspects of proficiency, therefore, may leave critical gaps in a test taker’s language proficiency profile.

4. Related to point 2 is that, for most kinds of decision making, more information is almost always better than less. More trustworthy decisions are possible when additional relevant information is used to supplement initially available information, whether that decision concerns language abilities or other types of skills.

5. Standardized tests are almost always fairer to those who take them when multiple methods and multiple question formats are used. Some people perform better on some types of test questions than on others, and so it is appropriate to use a variety of methods and question types to assess critical abilities. Obtaining more information about test takers is not only valuable to the test user, but also fairer to the test taker.
